COUNCIL OF MINISTERS REGULATION TO ESTABLISH THE PUBLIC SERVICE EMPLOYEE'S TRANSPORT SERVICE ENTERPRISE

This Regulation is issued by the Council of Ministers pursuant to Article 5 of the Definition of Powers and Duties of the Executive Organs of the Federal Democratic Republic of Ethiopia Proclamation No. 691/2010 and Article 47(1)(a) of the Public Enterprises Proclamation No. 25/1992.

1. Short Title

This Regulation may be cited as the "Public Service Employee's Transport Service Enterprise Establishment Council of Ministers Regulation No. 298/2013"

2. Definition

In this Regulation "public service employees" include employees of federal government offices in Addis Ababa and the Addis Ababa City Administration offices

3. Establishment

  1. The Public Service Employees Transport Service Enterprise (hereinafter the "Enterprise") is hereby established as a public enterprise
  2. The Enterprise shall be governed by the Public Enterprises Proclamation No. 25/1992.

4. Supervising Authority

The Ministry of Transport shall be the supervising authority of the Enterprise.

5. Head Office

The Enterprise shall have its head office in Addis Ababa.

6. Objectives

The objectives for which the Enterprise is established are:
  1. to provide transport service to public service employees during office opening and closing hours;
  2. to provide transport service to other users outside of office opening and closing hours;
  3. to engage in other activities related to its objectives.

7. Capital

The authorized capital of the Enterprise is Birr 1,000,000,000 (one billion Birr) of which Birr 500,000,000 (five hundred million Birr) is paid up in cash and in kind.

8. Liability

The Enterprise may not be held liable beyond its total assets.

9. Duration

The Enterprise is established for an indefinite duration.

10. Effective Date

This Regulation shall come into force on the date of publication in the Federal Negarit Gazette.
